Licence Usage Across Regions

Answer: Licences are issued to a specific legal entity and can only be used by employees of that entity. Separate licences are required for different registered entities, even if they are subsidiaries. However, the users employed by the same entity and contractors working for that entity can use the same licence even if they reside in different countries.
